New Update: Developer Plan for Franktown

Last week a presubmittal meeting was held for a new Preliminary Plan for Franktown in the area we were dealing with before. Written comments will be posted on the County website within a few days. The project planner at the County is Judy Hammer, [email protected]. The new plan project no. is PS2017-293. Below are the directions for opening the Douglas County Planning Pro website for you to look at the design details of this planned development.

It appears that they are planning a “cluster” community allowed by the Douglas County Master Plan in land zoned as RURAL RESIDENTIAL, section 4-1H.3. Even though the design shows that the 80.9 acres of the development will include: 2-2.5 acres per residence, plus large open space, plus 1-1/12 acre building envelopes (distance between building exteriors), it will still meet the County’s definition of Rural Residential because the County takes the total acreage for a community development of (80.9 acres) and divides it by the proposed residences (19)which equals approximately, 4.25 acres per residence. While we had requested just 1 residence per five acres, please understand because “cluster units” are allowed by the Douglas County Master Plan, and a 20 % bonus is allowed by Douglas County zoning resolutions when there is 50% open space in the development design (there is in this design), the density in this development plan will still be considered Rural Residential when the math is as shown here. There’s no information on how big the houses will be as of yet. See the actual language for 4-1H.3 and “cluster units” and protections of Open Space below.

Please be advised: As written now, this design follows the Douglas County Master Plan (see below language of CMP 4-1H.3) ). Also, there is no sewer system and no new large, municipal water system in these details as written right now. There are individual wells and septics. Basically, if this goes forward as shown, because of the below information, they are developing it per the Douglas County Master Plan and “as zoned.” As the saying goes, the “devil is in the details” so we need to follow it as it develops.

POLICY 4-1H.3 “Cluster units to reduce development costs, efficiently utilize infrastructure, preserve open space, and create a village atmosphere.”

Douglas County Zoning Resolution:

608 Density Bonus: A density bonus may be permitted as follows: • a 10% increase in density may be allowed when 40% of the gross acreage is preserved as open space; or • a 20% increase in density may be allowed when 50% of the gross acreage is preserved as open space.
